Use a pair of scissors or other metal tool to gently hold the shrink plastic in place on a heat resistant surface such as a cutting board or baking pan. Hold a heat gun a few inches from the shrink plastic and move it around slowly to heat the entire surface of the shape. As the plastic begins to shrink it will curl up, however it should open back up as it finishes shrinking. You may need to place a flat object on the shape quickly to flatten it completely.

You can also use your oven to shrink the shapes. Simply follow the manufacturer's directions on the package.
